The formation of the Academic Society of Islamic Fiqh at the behest of certain Sunny 'ulama' since the second half of the last century had two main objectives:
First, to provide a nourishing source for the different stages of legislation in Islamic countries.
Second, to promote and develop Fiqh whereby a clear and convincing response to all new and contemporary needs of modern life may be provided.
Recently the Islamic Conference of Muslim countries in its tenth meeting of foreign ministers held at Fez, the capital of Morocco, approved the formation of a Committee of Law and Islamic Fiqh after several consecutive sessions. Following this conference they took effective steps towards preparing certain documents regarding human rights in Islam and drafted the constitution of the International Court of Islamic Justice as well as Islamic international law.
The meetings Of the Organization of Islamic Conference relating to law, despite the influence the superpowers exercise over this organization, can be very effective steps to achieve the above-mentioned goals and fill the legal vacuum in the Islamic countries, many of which till now pagans and Western laws are practiced. Thus introduce the Islamic Fiqh at the international level.
