Constant laws are those injunctions which have been set forth by God, the All wise, the Omniscient Who has knowledge of the needs, interests and harms of the individuals and society.

The variable laws are those, which are established by a faqih and/or a Muslim ruling Faqih on the basis of the special conditions and requirements of each society to fulfil the variable needs of that society within the framework of Divine laws

It is necessary that the people obey the laws and regulations set forth by the ruling faqih in the same way as they obey the Divine commands.
